ADA Ramp Replacement

This Public Works project consists of the construction of 2019 ADA RAMP REPLACEMENT PROJECT and other related miscellaneous items. Work shall conform to the City of Pacific Development Guidelines for Public Works Standards and the Washington State Department of Transportation (WSDOT) Standard Specifications.  All work shall be completed by November 30, 2019.

Interurban Trail Extension 


Notice is hereby given that sealed bids will be received at the office of the City Clerk for the City of Pacific, 100 3rd Avenue SE, Pacific, WA  98047, until 11:00 AM on August 29, 2019, for construction of the INTERURBAN TRAIL EXTENSION, Contract No.  # PR1801. No proposals will be accepted after the above-stated time. Immediately following the above-stated time, the proposals will be publicly opened and read. 

A pre-bid conference will be held on Friday, August 23, 2019 at 9:00 AM.  Meet at City Hall at 100 3rd Ave SE, Pacific WA 98047.  All potential bidders are strongly encouraged to attend.

The project consists of work to be performed within the schedule set forth in Section 1-08.5 of the Special Provisions and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:

The project will be bid with additives. The purpose of the additives is to allow flexibility because of funding constraints. It is the City’s intent to construct the base bid plus all additives, if budget allows. See Section 1-02.6 of the Special Provisions for bidding and award procedures.

BASE BID -The improvements to be performed include: temporary erosion and water pollution control; HMA trail; MSE walls; fencing; storm drainage; pedestrian bridge; stream enhancement, wetland buffer enhancement, and other work as shown on the Plans.

ADDITIVE 1 – This work includes trailhead improvements north of 3rd Avenue SW including HMA trail connection to existing trail, HMA parking lot, and other amenities as shown on the Plans.

ADDITIVE 2 – This work includes trailhead improvements at County Line Road SE, including HMA trail spur, HMA parking lot, picnic area and other amenities as shown on the Plans.

All bid proposals shall be accompanied by a bid security (bid deposit) in the form of a cash deposit, certified or cashier’s check, postal money order, or surety bond made payable to the City of Pacific, for a sum not less than five percent (5%) of the amount of such bid, including sales tax. Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in the Specifications, the bid security (bid deposit/bond) shall be forfeited to the City of Pacific.

The award of the Contract will go to the qualified bidder submitting the lowest responsible bid. The City reserves the right to reject any and all bids or waive any informality in the bidding and make the award as deemed to be in the best interest of the City.

The City of Pacific, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

Notice is given to all potential bidders that any bid responses may be subject to release under the Public Records Act Chapter 42.56 RCW and the City may be required to disclose bid responses upon a request.  Bidders are advised to mark any records believed to be trade secrets or confidential in nature as “confidential.”  If records marked as “confidential” are found to be responsive to the request for records, the City may elect to give notice to the bidder of the request so as to allow the bidder to seek a protective order from a Court.  Please be advised, however, that any records deemed responsive to a public records request may be released at the sole discretion and without notice by the City.

LED Street Lights

PSE will be working on a street light conversion in Pacific. This involves replacing the existing street lights with new LED street lights. The new street lights are:

  • more energy efficient (reducing power cost to the City);
  • longer lasting (reducing outages); and
  • whiter in color of light (better night visibility).

 These replacements will occur over the next several months.

Interurban Trail Mitigation Site

Notice is hereby given that sealed proposals will be received by the City of Pacific at City Hall, 100 3rd Avenue SE, Pacific, Washington 98047 until 11:00 a.m. local time on July 26, 2019, for the City of Pacific Interurban Trail Mitigation Site located at 310 2nd Ave SW. 

The work to be performed will include all labor, materials, equipment, permits, agency and public notifications, disposal fees, and incidentals necessary to construct wetland Interurban Trail Mitigation Site and miscellaneous site improvements, as shown on the project plans. The following is a partial list of the project elements required:

  • Temporary Erosion Control;
  • Excavation and buffer creation;
  • Removing and resetting fence;
  • Soil preparation with fine compost; and
  • Installation of new fence and gates.

Estimated Bid Range:                     $100,000 - $150,000

 All work must be completed by September 19, 2019.
